Stick with 30fps & 60hz lock, I advise against 40fps lock & 40hz because it makes prerendered cutscenes choppy, some clothes physics jittery and requires much more power 10/11 watt vs 7/8 watt.
As others said use Atelier Sync Fix for better performance

Do not use GE. Run .verb with Valve's Proton 8. No additional protontricks used beside Neodamode's .verb. Tried it few months ago with previous Proton versions (7.0-x), video and audio used to be out of sync in cutscenes with Proton 7. Works fine with 8.0-2.

Proton GE: Disable protonaudioconverter.
Valve's Proton: Alternatively you could convert videos from wmv/wma to h.264/mp3 (rename .dat files in movie folder to .wmv -> use ffmpeg to convert to .mp4 -> rename to .dat and replace original files.
