Change upscale to TSR trough Engine.ini

Low settings
Run out-of-the-box. However, you need upscale option enable to get 30 fps constant. FSR 2 or XeSS are badly implant and image quality present lot of goshtling. Enabeling TSR trough Engine.ini make the quality much higher while enabling 30 fps. I had to create the file in desktop mode.
