To fix the 'free' bug with the atomic shop, you need to install two dll files and set Native dll overrides for them.
The files required are ucrtbase.dll and api-ms-win-crt-private-l1-1-0.dll
I have installed both the 32 and 64 bit versions of the files, and am able to use the atomic shop with correct pricing.
I have noticed however, this has broken the secure login for the BethesdaNet launcher.
