Game runs flawlessly on the Steam Deck with zero tinkering. Just install and launch. Behaves same on current stable and beta OS builds.
GameGuard anti-cheat has been sorted and game runs. However the game has significant stuttering and loading issues blocking access to NGS.
Heavy stuttering in game in some areas. Said stuttering prevents access to PSO2:NGS mode with a server connection error. PSO2 classic launches fine but continues to stutter.
Per the slowness query: Heavy stuttering which prevents access to PSO2:NGS mode due to server connection issues caused by significant launch/loading delays.
Not counting the existing stuttering and NGS mode access issues, once in game (in PSO2 Classic), it plays fine amidst the stuttering with no notable multiplayer related or connectivity issues.
With current stuttering/loading issues, half the game content is blocked as NGS is inaccessible with a server connection error. PSO2 Classic plays fine. Stuttering is better in some areas where less asset loading is going on. Lobby is the worst for wear here. Controls, playability, performance, etc. are all fine otherwise.
Stuttering finally has a fix/workaround! Details in the notes. Once this fix is in place, game runs 100% flawlessly on the Steam Deck.
Stuttering fixed by enabling casefold/case insensitivty on the game directory. Steam Deck enables this on the MicroSD partitions by default, just needs toggles on the game directory by dropping into Desktop mode and running chattr -R +F
from the terminal on the PSO2 directory.

It's been recently found by other users that there's an issue with WINE and filename case sensitivity causing the stuttering issues. Enabling casefold on the filesystem and game directory completely fixes the stuttering and allows the game to run perfectly smoothly.
On the Steam Deck, the MicroSD cards are already configured with casefold enabled on the filesystem. Only extra configuration needed is to drop into Desktop mode and run chattr -R +F
on the PSO2 directory.
GameGuard anti-cheat has long since been fixed and causes no issues with gameplay or the ability to launch/run the game.
