V-Sync being on caused stuttering every few seconds. I turned it off and locked the framerate from the deck itself (... menu) and has been fine ever since
Just make sure to deactivate V-Sync to remove the stuttering (if you have any)

After the latest patch, the game cannot start if you're trying to use dx12. It will bring you to the main menu, you can try and press continue and it will show you the loading videos but after that it crashes hard every time
