With Fullscreen mode, I experienced a lot of crashes - when loading the game, at certain cutscenes, randomly. The framerate was also pretty bad at 1440p - around 15-30, though I did play through a particularly busy area in this stint (another user mentioned that Chapter 8 had particular issues). In general, it didn't go well.
Unfortunately windowed mode only lets you go up to 1080p, so I ended up turning my monitor's resolution down to get pseudo-fullscreen. The experience was much better after this - no more crashes, generally good performance - usually 50-60FPS (I think it's capped at 60) with the odd stutter here and there. Oh, and don't try setting shadow resolution above 2048x2048, and anti-aliasing doesn't work, so leave it at 2x.
Using a PS4 controller was a bit problematic. The game doesn't support PS4 controllers natively - this seems to be an issue on Windows too. I imagine a 360/xinput controller might work out of the box, but I haven't tried. Steam does a good job of emulating keyboard inputs on the controller though, the default mappings were ok, after a few tweaks (add WASD controls and num pad to the analog sticks) it was perfect.
One particularly weird glitch that I only solved accidentally - if I have a controller connected when I start the game, then go to load a save, the game ignores all input, so I can't load the save. If I start the game with the controller disconnected, go through the menus with the keyboard to load the save, it works - the controller works when connected after that point.
All in all, a bit of a hassle to get working reliably, but if you go with windowed mode and tweak the controls, you shouldn't have too many issues.
It's much more stable compared to a my previous experience a few months ago. No crashes in ~20 hours of play, no issues with the controller. With WINEARCH=win32 PROTON_FORCE_LARGE_ADDRESS_AWARE=1 PROTON_USE_D9VK=1 flags added, the performance improves a fair bit. The game runs comfortably at around 50 FPS in the corridors which make up the majority of the game, dropping to 30 FPS in the wide open areas later in the game.
Some of the remaining performance issues are also present in Windows, and performance can be fixed by using a third party patch - https://github.com/rebtd7/FF13Fix. This bumps the performance up to a consistent 55-60 FPS for most of the game, and generally makes it run smoother by removing framepacing and stopping the game from polling the controller constantly. It also fixes an issue with running the game at 2560x1440 resolution (an issue also present on Windows).
Some manual tinkering required. Performance takes a bit of a hit, but a perfectly stable experience with no issues playing online

Proton GloriousEggroll 5.6-GE-2 (or newer) required, standard Proton versions fail to launch.
Windowed Fullscreen works, but only at native resolution. Fullscreen at a lower resolution reduces the game size but leaves the rest of the screen black.
Game is perfectly playable, but I need to turn down the settings somewhat from what I'd expect to get a stable framerate of around 30-40 FPS at 4K. There was one particular setting (either effects or post processing) that caused massive slowdown in certain areas, but performance remained stable after turning that down.
Runs out of the box without any tweaks, PS4 controller works without any configuration. I experienced some minor stuttering in places - as others have described, the FPS is generally high, but sometimes the performance slows down and stutters, despite the Steam FPS overlay showing the same frame rate. I don't find it too intrusive, but it can make quick time events a bit difficult.
