My GPU doesn't support Vulkan.
There's an always present menu bar that can't be hidden. It also appears on fullscreen mode.
The Native version is broken and won't launch for most people including myself. Forcing the game to run via Proton made it work like a charm.

My GPU doesn't support Vulkan. Disabling Esync and Fsync fixed some sound issues.
I had to install msxml3, vcrun2010, and d3dx9 through Protontricks to get the game working.
I also had to replace the included configuration tool with this one: https://github.com/darealshinji/sonic-4-launcher
Certain levels (Casino Street Act 2 and EGG Station) suffer from heavy slowdown. The game will also freeze for a few seconds sometimes.
Owning both this and Episode 2 gets you Episode Metal, which works fine.
I had to enable this because my GPU doesn't support Vulkan
I couldn't install dotnet20 or dotnet40 like the other reports suggested, so i just copied the configuration files i had backed up to the Config directory in the game's folder. I also renamed sonic2app.exe to Launcher.exe.
Here are the config files i used: https://yadi.sk/d/G2fIbCPftDYOaQ?w=1
The game ran really slow and stuttered constantly, but lowering the resolution to 640x480 solved those issues and made it run just as good as it did on Windows.
I haven't tested Gamepad support and Mods.

I couldn't get dotnet20 to install, meaning i couldn't get the config tool to work. But since this uses the same config tool as Sonic Adventure 2, i was able to copy over the config files from that game to this one. Just put them in the Config folder inside the game's directory.

Esync and Fsync must be disabled to stop the game from randomly crashing.

Put -show-screen-selector on the launch options to get video settings. There's no way to change them through the game itself.
