Game randomly lags on startup but is usually fixed by restarting it.

Mouse slightly lags sometimes. It's more than tolerable.
Performance:Significant Performance Problems
Game seems to randomly either run full speed or run at ~15 FPS constantly. This seems to be random every time I start the game.
