Editing the configuration file may be required to fix some game-breaking issues.
Game would freeze in the title screen after pressing any key if the refresh rate was set to above 60 Hz and the game was not in exclusive fullscreen mode.
The solution was to change the settings by editing AC.ini and GFXSettings.ACS.xml under "compatdata/368500/pfx/drive_c/users/steamuser/Documents/Assassin's Creed Syndicate/".
Alternatively, deleting those files will reset your settings and fix the freezing. Just make sure you're in fullscreen (not borderless) and 60Hz after changing the settings again.
Set RADV_TEX_ANISO to 16 to enable 16x anisotropic filtering, which the game doesn't seem to support by default. In AC.ini ("compatdata/368500/pfx/drive_c/users/steamuser/Documents/Assassin's Creed Syndicate/"), under [Options], append FlexibleMotionSimulationFPS=1 to unlock cloth physics 30 fps cap.

Stutters and FPS drops went away by adding vk_radv to launch options. I have set AMD_VULKAN_ICD=RADV globally, but omitting this launch option results in inconsistent frame times and FPS drops to ~50fps, at least in fullscreen mode. Game defaults to amdvlk?
