You must have nvidia driver 418.49.04 or higher. If using ubuntu/mint add the ppa for the beta drivers to get this. After upgrading to this driver it ran in 4k mode using vulkan without flaw on my gtx 880m 8gb video card.
In order to get this working I went down the list of changes that Lutris requires for this game to work and implemented them using proton and steam. This did require editing the registry. Overall the game works very well, except that at times the audio craps out and I need to save and restart. The glitch with the mouse and other issues is fixed by same changes that lutris DOT com makes with their script.
To get this running I went to Lutris.com and had a look at the script they use to install is using steam. It lists all the bug fixes you need to do to get it running.
Bugs after all fixes in place: Sound can go bad after several hours of gameplay, but just save and reload to fix the issue. You cannot exit to the Desktop. Exit to the main menu first then exit game or you will crash.
OVERALL this game runs very well. With nvidia 418.56 driver I was even able to play this game in 4k mode.
I have not implemented the typical fix for audio for fallout games yet. Will probably fix the issue I had.

i see picture of 3 rangers and white unity box then it stops. i used proton 5.9ge and 5.11ge.
