Helped to get the startup in-game cinematic and mouse/keyboard GUI config screens rendering correctly. Pre/post level cutscenes still left me with a black screen. After updating the nglide wrapper (https://www.zeus-software.com/downloads/nglide) I ran it:

WINEPREFIX=~/.steam/steam/steamapps/compatdata/559620/pfx/ wine ~/.steam/steam/steamapps/common/Outlaws/nglide_config.exe

And set:

Video backend -> Vulkan
Resolution    -> 1440 x 1080

All in-game movies were then visible. Note: I used 7zip to extract the updated exe and DLLs from the nglide installer and manually replaced the old files.

Music

protontricks 559620 --gui > winecfg > Libraries > winmm > Add

winmm set to "Native / Built-in" gets the music working correctly--including after entering and exiting the menu
