The issue stems with the game using multiple windows to play, similar to Sim City 2000. It's impossible to interact with any additional windows opened on top of the main windows, making it impossible to play right now.

Simply selecting the OpenGL launch option will let you enjoy the game without any need to tinker

The game won't start if I select the default Vulkan Launch option. Using the OpenGL launch option work great however.
