Install this mod: https://www.nexusmods.com/starfield/mods/290 Just replace the Low profile and set the graphic setting in game to low. Most of the senario will be in steady 30 fps. If you don't want the blurry texture all the time, set the resolution to 70%, most of the senario will be 30fps, but not the New Atlantis, it will drop to about 20fps in the city.
