I use the Definitive Edition Project (D.E.P.) mod pack which automatically sets up controller support and fixes and upscales the game. Unfortunately their website was taken down by a DMCA from Rockstar, but you can still find the mod with some Google sleuthing. All you need to do is unzip the Vice City mod and copy all the files to the Vice City game directory, overwriting as necessary.
It's a shame it's not available anymore, as it's an excellent all-in-one mod that improves everything, has already been tested, and just runs.
I followed the advice of other reports and set TDP Limit to 5W and Manual GPU Clock to 1000 MHz. So far it seems to be working well with no issues.
Very occasionally, Tommy would stop reacting to certain inputs. He could turn, but wouldn't move from his spot. This seems to be related to weapons somehow. Switching to a different weapons or aiming seemed to break the "block" and let Tommy move again. I don't know if this is due to D.E.P.'s controller mapping or a Vice City bug.
I had one unexpected crash; I was running around chainsawing pedestrians when the game lagged out, froze, and crashed. No idea what caused it. Other than that the game runs solid.
I'm making this report because I experienced a fatal crash (c0000005) when getting into a cop car or ambulance/ice cream truck. It would happen every time without fail, which stops progression in certain missions. After some forum sleuthing I discovered that my problem could be related to D.E.P. not playing nice with Proton and Proton-GE (I also tested Proton 9.0-4, and that still crashed the same way). So I switched over to ULWGL-Proton-8.0-5-3 (it was an option in ProtonUp-QT, I don't know when it showed up), and the crashes no longer occur.
