I set the launch command in steam to PYTHONIOENCODING=utf-8 DXVK_STATE_CACHE=0 %command%. It launched without any problem or performace issues.

It worked right out of the box and ran pretty smoothly on all settings cranked to max. Sometimes there is a stutter or two, but that's probably because the game is still in early access and not a problem with Steam Play.
