Proton 5.0.5, wine-mono does not work. Use old version (3.16) that does not have mono.
If exists, delete compatdata/92300. In Steam, set the game to Proton 3.16. Launch game and close the error box. Close Steam.
Download .NET 2.0 https://www.microsoft.com/en-ca/download/details.aspx?id=6523
In a terminal enter WINEPREFIX=path-to-the-92300-compatdata-folder/pfx path-to-steamapps-common-proton3.16/dist/bin/wine64 uninstaller. Newer wine64, will cause the prefix to get mono in it, so use the proton 3.16 version.
The uninstaller will open wine's Add-Remove Programs. The box at the bottom, should be empty. If it's showing mono, or XNA 3.1, then something went wrong - start over. Click the button at the top to install a program and choose the .NET 2.0 you downloaded earlier.
Launch the game. XNA 3.1 installer will go fine, and the game will play fine.
If cutscenes don't work, then mf-install may be required. I don't see this as all areas are already unlocked.

After clicking play, there is a delay while it performs first time setup of redistributables. Then the status shows as running for a few seconds and quits. No game screen ever appears

Installed XNA 4.0
Game never even opens a screen using default proton prefix. After installing XNA to prefix, the game launches and plays fine.
As mentioned by others, the 505 wmv file needs to be renamed to get the game to fully load. However, the other wmv videos in the same directory cause the game to crash just before the end of the game. You won't be able to get the achievement for completing the game or closing credits one either. Add a .bak to all the videos and you'll be able to play all the way through. You'll miss out on the 2 ending cutscenes though and will have to watch the 2 non ESRB videos afterward - aztec one last.
Steering would intermittently become unresponsive. Found that to be a problem caused by xpad-neo driver. Reverting to kernel xpad driver, game works great
Game won't launch without this option on this Proton version
Always launches on non-primary montior. Choosing move to other monitor doesn't work. Had to disconnect secondary before launching game.
