It's a relatively simple fix and the game is still fun to play (if you're into janky old PC games, that is).
gamescope -w 1280 -h 720 -W 2560 -H 1440 -S integer --expose-wayland -- %command%
Not sure if it's a WINE/Proton thing or this Steam release in general, since the game doesn't even launch on Windows for me, but I have the following issues:
- Missing cinematics.
- Video elements in the menus are also missing, but the menus are still usable.
FWIW, the video files are present in the game directory and can be played through VLC just fine.
If you copy my launch params, don't forget to adjust the resolution passed to gamescope for your monitor.

Rebound steering, acceleration and brake, most of action buttons. The default control scheme is terrible with gas, brake and steering all being on the D-Pad.
No music, but the sound effects are there, loud and obnoxious.
The menus are really weird and hard to navigate, can't tell for sure if it's a bug or just crappy design.
This game only works on Steam Deck for me. On my desktop linux the main menu is unusable, and on WIndows it doesn't even get to the menu in the first place.
The game starts, but the menu is extremely laggy, to the point of being unusable. Game can only be exited by terminating the process.

Does not start
tried different Proton versions (3.16 & 5.13) + start parameters (PROTON_LOG=+loaddll PROTON_USE_SECCOMP=1 PROTON_USE_WINED3D=1 PROTON_NO_ESYNC=1)
