The prroblems in my initial report were apparently caused by having half rate shading enabled in the right menu of Steam OS. Disabling this feature fixes them (except for the startup logos, those still show a static test screen image)

Shadows sometimes flicker a bit
Playing on 720p is unplayable, text is unreadable due to how pixelated everything is. It is definitely not actually rendering the game at 720p but something much lower. But, to fix this, all you have to do is force the game to run in 1080p from the steam menu and toggle the switch to use that resolution for the integrated display as well. You might still have to set the game to 1080p in the game settings, but after that the resolution is fine and text is readable. Kind of a shame you have to waste performance by running the game in a higher resolution than your display though

So with limited testing there appears to be 3 problems, the biggest being the controller(ps4) with the "playstation configuration support" disabled in steam as having that enabled would make the controller not be detected. I had to press buttons multiple times as it appears to drop inputs randomly and the left analog stick wouldn't move the character in the intro if pressed all the way to the right, I had to push it halfway to walk at full speed very fiddly. The second problem is the intro videos with the company logos do not play this is pretty minor. The third problem was the audio was crackling, but that was easily fixed with running the launch options: "PULSE_LATENCY_MSEC=100 %command%"
