It's great. Had an issue starting the game on the deck itself, after having it play on the TV. Read below.
Should you get some "backbuffer" error, with it telling you something about "32bbp", what helped was starting the game on the TV again and lowering the resolution. I didnt want to experiment at that time and at least this helped.

Works perfectly on Steam Deck, but you have to remap everything in case you want to play comfortably
Remaping everything
You can play on steam deck at 3W TDP
Perfect 60fps at 4 watts
Had some back buttons as escape and enter keys
Runs fantastic 60fps max settings, Love this game, Please bring this back on steam Rockstar so I can buy heaps of copies and gift them to force people to play one of the best arcade racers
You start off with the game playing at lower resolution, you can set it to full 800p in the in-game settings. Be wary, can't play the game without a self- or community-made Steam Input layout.
Install and run just like any other game.
Game will start in low resolution, could easily configure to 1080p through menus.
Runs without issue, there are other no-proton/linux related tweaks for modern systems to make things a bit better (fix controller bug etc).

The game runs really well, and no configuration changes were made.
The issue with attached gamepads spinning through the menu is a bug with the original game - it was designed to work with DirectInput, and not the newer standard of XInput. There is a patched executable, however you'll need to find the officialmc2 forum or the Discord. I have not tested this patched version.

no tweaks needed. works out of the box.

Gamepad is constantly spinning the menu

Works out of the box, didn't tried a wired controller.

Somehow graphic settings are not showing ingame, but can be set manually in the stam appdata game folder in the .cfg tested with keyboard (working flawlessly)

Runs perfectly.

Could not get controller working. Wired controller not tested
