Game is terribly optimized, not proton's fault. It runs as well as it does on Windows.

Tinker Steps:Set launch options
DXVK_FRAME_RATE=30 %command%

Do yourself a favor; cap FPS and set a low resolution to get slightly more playable performance. Except the city map. It won't go above 15fps.
