I have two devices with AMD graphics. In my previous reports, I had issues with this game crashing on Linux AND Windows, and as a result, I believed it was satisfactory. At this point however, the game runs on latest AMD drivers on Windows with no crashes after 3 hours of gameplay.
This issue has been confirmed on the AMD RX 5600 XT, and a laptop with the AMD Ryzen 7 5700U (integrated graphics).
Multiplayer worked with no noticeable issues
Game worked with no issues. Even in multiplayer with heavy mods.
Ran singleplayer and multiplayer with mods perfectly fine

Make sure ESYNC is disabled if you only get a blackscreen on start. Then, intro should start and the game should work.
Sometimes arrested people vanished.
Worked well with Proton Next (7.0-6). Haven't tried other versions.
With a bit of tinkering, I was able to install the L.A. mod from the command line, by launching the installer in the steam wine environment and then copying the L.A. mod directory to the mods directory of the steam game directory. Not straight forward, but doable.
Works nearly as expected via this wine version and Lutris. Seems even better than on Windows
Installed quartz + devenum, native dll override
The mouse moves around even when tabbed out
It's a little stuttery but it's totally playable
The window for the game shows up as black, that's about it. Same as all the other reports except the first one. Nothing I've tried works.

Only way to get this game running as far as I've found is in a VM.

No way to get this working. The protontricks command mentioned below or adding the dlloverrides to the launch options as mentioned in the winehq, do not work. The game freezes right after starting on a black screen or just showing the current screen and has to be forced quit.

UnknownUnknown(an hour with Proton)Use this command to get the game running: "protontricks 757210 -q --force quartz devenum" After that the game will run with no issues even with mods will work fine. Game runs perfectly after that tweak.
