The resolution was not correctly set on first launch. Had to go to in-game Settings and set the resolution to match the Steam Decks native resolution.
Small tweaks, then works perfectly.

Had to limit to 30 fps to hit about 15 TDP

Ran at 1280x800 with all graphics effects turned on but FPS capped at 15. This worked fine with TDP limited to 4 or 5 watts.
