Proton-6.21-GE-2 required to fix missing audio
Audio and video for cutscenes do not work out of the gate. They're the only thing about the game that is busted. Proton-6.21-GE-2 fixes this
The entire game works, except for cutscenes. Cutscenes do not load and result in the standard test pattern. To fix this, you will need to switch the compatibility option to GE-Proton 6
You can get the latest GE-Proton 6 here: https://github.com/GloriousEggroll/proton-ge-custom/releases/tag/6.21-GE-2
Copy the archive (Proton-6.21-GE-2.tar.gz) to ~/.local/share/Steam/compatibilitytools.d and then extract it.

Street Fighter IV appears to work correctly with up to GE-Proton 6.
Using newer GE Using GE-Proton 7/8/9, audio will NOT work in video cutscenes.
Using Steam Proton, video will give you the test patterns.

With all graphic settings maxed you can get a solid 60 FPS (LCD) or 90 FPS (OLED).

Intro videos are silent
Going with Steam Proton gives you the test pattern videos. Going with GE-Proton gets the videos to display, but there is no audio. Strange seeing so many reports that the game works fine.

May encounter "synchronizing Steam cloud" during first run. Simply exit and restart the game.

Story cutscenes have no audio
Slight stuttering during cutscenes
Game will occasionally crash when a story cutscene starts

in arcade mode : opening cutscene does play, ending cutscene does not play, game is frozen.
stutter in fights while Steam deck builtin fps limiter is activated. I had to put it off and ativate vsync + fixed framerate ingame.
game frozen on an unplayable cutscene at the end of arcade mode
It's too bad that builtin fps limiter (gamescope) introduces stutter on this game. Luckily game's vsync does the job.
Minor frame drops in fights
The frame rate issues make it unplayable for competitive play, but is otherwise fine if you're a casual fighting game fan like myself. Had to use GE-Proton for cutscenes to play, but even then had some audio issues with cutscenes.
