Not working, atleast on bazzite KDE plazma
I tried the KDE plazma wallpaper plugin for linux, however after 2 hours of trying all possible combinations of versions I said to myself it's just not working. Bummer, but i'm pretty sure there must be another way (and probably even free one) to use animated wallpapers on linux.

https://github.com/catsout/wallpaper-engine-kde-plugin installation Only works on Arch Linux AUR Package, I have tested Nobara / CachyOS do not work on these distros.. !!Desktop environments only works with KDE PLASMA!!

KDE Wallpaper Engine
Some wallpapers don't work
WPE is a bugger to install, it's supposed to be just a Plasma extension but it needs some QT6 dependancies and while I was able to get it to work on my first Nobara install, I haven't been since.
- But if you use Bazzite, it's already set up for you.

Changing my KDE desktop engine to "Wallpaper engine for KDE"
Note that you need wallpaper engine for KDE to run the wallpapers. Steam Deck/Plasma5: https://store.kde.org/s/KDE%20Store/p/2160403 , Plasma6: https://store.kde.org/p/2194089

Doesn't work on its own, but...
Installed Hidamari
You can install software for live wallpapers like hidamari and find your wallpaper engine workshop folder in files, for me it's "/home/user/snap/steam/common/.local/share/Steam/steamapps/workshop/content", and copy your wallpaper .mp4 file then paste it in hidamari and your done. This way you can at least use some of your wallpapers and subscribe to others in the workshop, that is of course if they have .mp4 file in the workshop folder, not every wallpaper has .mp4 file.

Opens but won't actually change your wallpaper
It will run, open, and let you browse and install any wallpaper you'd like; but it stops short of actually changing the wallpaper background. That's why I'm saying that it doesn't start play even though it techincally does. I still use it to find cool wallpapers, but I just take the files that it downloads and use Smart Video Wallpaper Reborn on KDE to actually change my wallpaper. I guess this method depends on your desktop enviroment having a similar tool, but it's better than nothing.
App works as intended, but wallpapers themselves are not updated

Requires sourcing, installing, and configuring a suitable video wallpaper plugin on your own. Only MP4 video wallpapers work with those.
(referring to actual background setting from WE)
Obviously actually setting the wallpaper via Wallpaper Engine isn't supported but video wallpaper plugins exist for Plasma 6 (and possibly other DEs) that support the MP4 files used by Wallpaper Engine. Here, Wallpaper Engine largely serves as a workshop download management client, saving files to the workshop content directory where native video wallpaper plugins can use them.
At time of writing, only "Video Wallpapers" (MP4 files) are supported by available video wallpaper plugins. Scenes and Application will not currently work with anything, and I'm unfamiliar with any web wallpaper plugins.

No support from the devs, the community has workarounds.
I've seen the Arch/AUR packages, but I'm a Fedora user and the workaround being used, the so called Wallpaper Engine plugin for KDE Plasma 6, wan't compiling from the original source, so I had to find a pre-compiled old version. The solution: Fedora has a similar thing to the AUR called Copr, there are a lot of packages there and I've tested three of them and the only one that worked was: https://copr.fedorainfracloud.org/coprs/yohane-shiro/wallpaper-engine-kde-plugin-qt6 It's not officialy support, neither by the Wallpaper Engine team, nor Catsout(The dev behind the original project) It works thou. No compilation needed and dependencies worked out much more nicely.

It works flawlessly after installing all the dependencies while matching it with the kde plasma plugin
A lot of linux dependencies must be installed
Needs a lot of tinkering but works fine after, there are tons of dependencies and it's not that easy to find tutorials online but after some searching and trying some packages eventually it starts working

Won't work.
I installed the KDE Plasma Plugin to load the Wallpapers, but it only worked for Video Wallpaper type, not with Scenes or web wallpapers.
It doesnt work out of the box, it requires a KDE Plasma plugin to work, but it makes the system slow and all the wallpaper types does'nt work.
WILL NOT WORK. It will only work with a KDE plugin, (exlusive to KDE's plasma desktop enviornment,) and even then I've heard it's buggy.

https://github.com/catsout/wallpaper-engine-kde-plugin if you absolutely want to.
While you can go into the Menu the Wallpapers you choose wont get applied into your Background

Unusable outside of KDE as far as I can tell. Obviously does not work on my Archcraft install.
An okay alternative is Hidamari, not available on Steam.

Installed wallpaper-engine-kde-plugin
crashes depending on which wallpaper you choose

Will not work.
There is a plugin for KDE but it's not stable at all.

Install the Wallpaper Engine Plugin for KDE
On ocassion, my wallpaper would black when i log in to my desktop. Changing the renderer in the KDE plugin fixed this issue.
Windows exclusive, no linux support

I tried unsuccessfully to install the unofficial KDE plugin via https://github.com/catsout/wallpaper-engine-kde-plugin. There are several forks that I tried with which I had no luck. The install script also currently creates the plugin in the wrong folder, and according to many people on the github, moving it to the correct folder yields mixed results. For me, it didn't fix the issue.
However, in my case, the AUR version (plasma6-wallpapers-wallpaper-engine-git) of the same plugin works straight up out of the box, so arch linux users running KDE may find it fairly easy. It may work with people running KDE 6 using distrobox, but I would think most people's best bet is via the link above.
The experience is not seamless in any way, nor is it equivalent to Windows, which is to be expected considering the complete lack of care from the devs. You can download wallpapers if you run Proton Experimental, but you have to use KDE's wallpaper menu to actually apply each wallpaper. Some wallpapers requiring special effects will be borked, and most that use any kind of zooming or cropping will just be zoomed out.
Fortunately, a lot of them do work in an aesthetic way. However, since you have to use two different applications, a la the actual launcher and KDE itself, people with larger libraries may have difficulties finding the wallpaper they want, and not all of their preferred wallpapers will work the way they expect from Windows.
All in all, worth it IMO if you already own the software and have access to the AUR. But manage your expectations well.
The plugin does not support all functions
The app can only download wallpapers, the plugin is needed to use them
Only works on KDE

Everything seems to work except the actual wallpaper part
Would not recommend to get, as the wallpapers do not get displayed

It runs, but it doesn't work
I had to switch to experimental to get it to start, it started, the menu's ran alright but the program doesn't actually work. I couldn't get any custom backgrounds to run like I could on windows, so I just uninstalled it.

It works fine once you install everything but there are random system borking bugs where it's not worth the risk/headache.
Selecting a random Scene wallpaper with the KDE plugin completely broke my desktop environment. I needed to delete the plugin + the fix for video wallpapers to recover. Highly suggest having a system recovery tool before messing with this. Not sure why it happened as not all Scene wallpapers caused this.

Works on KDE but even then not good.
Can work "ok" on KDE Plasma, any other DE and it's very hacky or resource intensive.

Wallpapers do not apply to the background.
Wallpaper Engine does not currently support Linux, although there are unofficial fixes.
- wallpaper-engine - Partially reproduces background wallpaper functionality. Works on all DEs, but is resource intensive and buggy.
- wallpaper-engine-kde-plugin - Will only work on KDE.
- xwinwrap + mpv (Reddit link) - Hacky way of using both programs to provide video backgrounds.

Use this plugin: https://github.com/catsout/wallpaper-engine-kde-plugin

Installes but not much more
its installs fine, but it can't change you wallpaper, at least not on popOS.
不知从何时起,无法通过Proton启动
Audio won't always work
GE Proton doesn't seem to work, experimental worked fine
Use https://github.com/catsout/wallpaper-engine-kde-plugin for using this with KDE
Only try this if you're using KDE and the plugin that makes everything work. Without it you can still manage your wallpapers and export for mobile.
Requires a large amount of tinkering and 'Scene' and 'Video' wallpapers currently do not work, but everything else seems to work.
Installed and set up Wallpaper Engine KDE Plugin on Discover in Desktop mode
'Scene' and 'Video' wallpapers do not work currently
- konsole command: sudo steamos-readonly disable && sudo pacman-key --init && sudo pacman-key --populate archlinux
- Install Wallpaper Engine on Steam and "Wallpaper Engine KDE Plugin" on Discover
- konsole command: sudo pacman -Syy && sudo pacman -S qt5-declarative qt5-websockets qt5-webchannel python-websockets
- Restart Steam Deck
- Right Click anywhere on the Desktop, click "Configure Desktop and Wallpaper"
- Change the "Wallpaper Type" dropdown box to "Wallpaper Engine for KDE"
- Click "Library" then Right Click and click "Show Hidden Folders"
- Navigate to /home/deck/.local/share/Steam and click"'OK"
Any wallpaper downloaded from Wallpaper Engine itself or the Steam Workshop should appear, as mentioned before 'Scene' and 'Video' wallpapers currently do not work. The folder may be somewhere else if you didn't download Wallpaper Engine on the Internal Drive.
unplayable , but it still work if you use it as a cloud to share something
KDE
Wallpaper Engine KDE Plugin https://github.com/catsout/wallpaper-engine-kde-plugin
I had to install the wallpaper engine KDE plugin at https://github.com/catsout/wallpaper-engine-kde-plugin
You can't use the menu for wallpaper engine. you have to use the plugin to change settings
Only when you open wallpaper engine program vs using the plugin in kde
https://github.com/catsout/wallpaper-engine-kde-plugin < will only work in a KDE based desktop. I attempted this in xerolinux which is arch based.
wallpaper engine KDE plugin!
works only on KDE,only with KDE plugin installed from github: https://github.com/catsout/wallpaper-engine-kde-plugin
НЕ РАБОТАЕТ ЗАМЕНА И ПЕРЕКРЫТИЕ ОБОЙ
Приложение работает, но не может заменить или перекрыть обои
You can run it but the wallpaper won't show on deskop unless using wallpaper-engine-kde-plugin
only work when you using wallpaper-engine-kde-plugin
