Switched the refresh rate to 40hz

Game runs great on the steam deck. FPS was fluctuating a bit with the default steam settings. After switching to a 40hz refresh rate, the game ran smoothly on max settings, with the occassional slow down in heavily detailed areas such as the dwarven strongholds. Despite this, it is still very playable.
