Game does not scale on its own in fullscreen, only scales its native resolution on the top-left of your screen. You can set it to windowed mode in the 'toon.ini' file and also add 'gfx_mode=2x' underneath [toon] to double the scaling if you need it.
Whilst the game uses ScummVM, which is native to Linux, this game in particular does not ship with the Linux version of ScummVM for some reason, so you can either open the game's data with your own ScummVM installation, or force the use of Proton through the Steam game settings.
