As Seegras mentioned, you can use xlive.dll that disables GFWL, eg. from https://community.pcgamingwiki.com/files/file/576-bulletstorm-xlivedll/ to "play" offline, but you will only be able to view menus and change options as all other features require GFWL to play.

Didn't try it for long, but seems to be stuck on a dark screen when starting it. The game requires GFWL anyway.
