Works, but with a small stutter every second
For those who care, the game's save data is stored in the current user registry under "Software\Microids\Garfield Lasanga Party"

The edges of the fullscreen were being trimmed out of view a little bit. This never hid any key information or menu prompts, but would still hide letters in words shown on the left or right side, notably during the main "party" modes.
The minigames instructions and mid-party item menus display button prompts for a keyboard, even though I was playing the game through the Deck's controls the whole time. My "Remote Play Together" partner was using a keyboard and they were slotted in as Player 1, but I still don't suspect this is why that was occuring.
This was my very first "flawless" experience with setting up and hosting 'steam remote play', me only spending 40 seconds to add Player 2's keyboard to play online. FPS cap was set to 60, graphics at medium. They never experienced any input delay and were honestly doing better at the minigames than I was. Their only complaint was audio delay, but I'm sure that might be a Remote Play Together compromise. Played in handheld the whole time and the battery held up nicely as well! (Only experimented the multiplayer with one RMT friend, so I cannot comment on if you wanted to stream to 2 or 3 people.)
