When use skill ark or special, sometimes it will show test pattern screen (no signal tv screen). turn off Special Cut-in & In-Battle Movies in setting will fix it.

Cutscenes cannot be played, but this is a common issue I've come across multiple titles.

The cut scene in the beginning can be skipped but hopefully a little tinkering fixes said texture issue.
